Field of the Invention The present invention is related to lithographic printing and, more particularly, to an improved apparatus and method for improving the quality of the print image that is formed on a substrate or receiver sheet in lithographic printing. 2. Background In lithographic printing, a printing plate that has hydrophobic and hydrophilic areas is mounted on a plate cylinder. A lithographic printing inking is applied to the surface of the plate that is capable of receiving an image.
